A55 & A494 Resilience Works – September 2014 to February 2015

Where & Why?

The Welsh Government is introducing resilience improvements throughout the length of the A55 and A494 dual carriageway network. The improvements are intended to reduce delays and congestion associated with traffic-related incidents that cause disruption to traffic flow and the day-to-day operation of the network.

As part of the improvements, works will take place affecting A55 junctions 11 Llandygai to 36a Warren Bank and the A494 Ewloe to Deeside Industrial Park for the installation of:

  • A series of Emergency Crossing Points (ECP) within the existing central reserve at 2 kilometre intervals, where practical and possible.
  • Discrete lengths of Hardened Verge for use by road users during emergencies, to assist with the movement of vehicles utilising the ECPs and also to act as safe refuges for operational vehicles attending more minor incidents during daily operation of the network.

 

Diversions & Safety Measures

Construction works will be undertaken in three phases.

Phase 1 affects:  

  • A55 Junction 11 Llandygai to Junction 15 Llanfairfechan.
  • A55 Junction 23 Llanddulas to Junction 27 St Asaph.

Phase 1 works were successfully completed on Thursday night 16 October.
Phase 2 affects: 

  • A55 Junction 15 Llanfairfechan to Junction 23 Llanddulas.
  • A55 Junction 31 Caerwys to Junction 34 Ewloe Loop.

Phase 2 works started on the evening of Sunday 19 October 2014.  Work has started on the section between Junction 31 Caerwys and Junction 34 Ewloe and will continue until January 2015.

The works on the section between Junction 15 Llanfairfechan and Junction 23 Llanddulas will be undertaken in January 2015.

There will be no traffic management restrictions between 0700hrs and 1900hrs during the school half term period from Saturday 25 October to Sunday 2 November.

Phase 3 affects: 

  • A55 Junction 27 St Asaph to Junction 31 Caerwys.
  • A55 Junction 34 Ewloe Loop to Junction 36a Warren Bank.
  • A494 Ewloe to Deeside Industrial Park.

Phase 3 is expected to start in early November 2014. Subject to weather conditions, this phase is scheduled to be completed by the end of February 2015.

What we are doing to minimise delays

Lane closures will be required on both carriageways at various times during construction, for the safety of the work force and road users. Wherever possible the works are being undertaken at night to minimise disruption to the travelling public during the day; however, daytime traffic management will be necessary at times. Where this is to happen, advance information will be provided on road signs.

Every effort is being made to minimise inconvenience to the travelling public. The following measures are in place:

  • Night-time working has been implemented with traffic management being removed during the daytime when and where possible.
  • The contractor is obliged to have all traffic management removed by 14:00 on each Friday to avoid peak and weekend disruption, and is only permitted to reinstate it on Sunday night for works recommencing on Monday morning.
  • The workforce has been increased (especially traffic management and safety fence subcontractors) to ensure works are completed either on or before the planned programme. The current construction periods (Sunday night – 14:00 Friday) present a challenging timescale for the installation of a number of the new resilience assets. The installation of these assets within this timescale and to return to normal operation for weekend traffic flow, has and will require the contractors involved to work 24 hour day and night shifts in order to ensure completion.
  • The concrete being used is a strengthened design mix with a reduce setting time which will lessen the need for traffic management to be in place during the day time.
  • Information signs are in place to notify passing traffic of reasons why a lane closure is in place.
  • At all times, the minimisation of disruption to the travelling public has been a priority within this project, with contractors being contractually obliged to operate and programme their works in such a way as to demonstrate that disruption has been minimised.
