Cabinet minister sets out plan for 20,000 more social homes in Wales by 2030

The Welsh Government has set a target of delivering 20,000 additional social homes by 2030.

The commitment was announced by Siân Gwenllian MS, Cabinet Minister for Local Government, Housing and Planning, in a written statement on 13 July.

The target covers the four years from April 2026 to March 2030.

It will count only homes for social rent and intermediate rent, where the property is guaranteed to remain affordable in the long term.

Homes bought or brought into the social housing stock through acquisition will count towards the target alongside newly built homes.

Any of these homes sold off during the same period will be deducted from the total.

The minister said all homes counted towards the target will have to meet energy efficiency standards.

A new body called Unnos will be set up to help remove barriers that have held back housing delivery, with more detail on its role due within the Welsh Government’s first 100 days.

An implementation plan for two recent changes to planning law, the Planning (Wales) Act 2026 and the Planning (Consequential Provisions) (Wales) Act 2026, will also be published within the same period.

The government has said it wants to look at making it easier to convert empty shops and buildings on high streets into homes, along with expanding permitted development rights for community-led housing schemes.

In Flintshire, 213 additional affordable homes were delivered in 2024 to 2025, more than double the 97 delivered the year before, according to Welsh Government statistics published in November.

Flintshire was named alongside Powys as one of two authorities with the largest increases in delivery that year, as the number of additional affordable homes built across Wales rose 12% to 3,643.

That data covers the previous Welsh Government’s 2021 to 2026 commitment to deliver 20,000 new low carbon homes for rent in the social sector, a separate target from the one announced this week.

Progress against the new target will be measured using the same official Affordable Housing Provision statistics used to track the previous commitment.
