New literacy and numeracy plan for Wales schools due in September

Schools across Flintshire will be among those expected to set new literacy and numeracy targets from September, under a Welsh Government plan due to be published in the autumn.
Anna Brychan MS, Cabinet Minister for Education and the Welsh Language, wrote to headteachers across Wales on 9 July confirming details of the Foundational Literacy and Numeracy Plan.
The plan will introduce a new Year 6 check for reading and numeracy, known as an age-related indicator, showing whether pupils have reached the expected standard for their age.
The check will use personalised assessments, the online tests pupils in Wales already sit through their school career to track progress in reading and numeracy.
Results from the new Year 6 check will initially go to teachers only, as a group report, and will not be shared with individual pupils or parents.
From September, schools will be asked to set specific literacy and numeracy targets and work more closely with their local authority on self-evaluation and transition between primary and secondary school.
In Flintshire, that authority is Flintshire County Council, which oversees local authority schools across the county.
Brychan said in her letter that the changes are “not about adding pressure, workload or bureaucracy” but about “focusing effort on the things that make the greatest difference for learners.”
National figures will also be published to track literacy and numeracy progress across Wales as a whole.
The minister said in her letter that these figures “will not identify local authorities or schools individually” and are not intended to create league tables.
The wider plan will also include a commitment to give every primary school in Wales a library space by 2030, according to the accompanying written statement.
The Literacy Expert Group will continue to advise the Welsh Government, and a new parallel group will be set up to focus on numeracy.
The full Foundational Literacy and Numeracy Plan is due to be published in September, ahead of the start of the 2026/27 academic year.
