Councillor calls for information on unlicensed HMOs in Sandycroft and Pentre

A councillor has appealed for residents to come forward with information on potentially unlicensed Houses in Multiple Occupation in Sandycroft and Pentre.

Cllr Christine Jones, who represents Queensferry and Sealand, said the two areas have a high saturation of HMOs, many of which may not be compliant with regulations and registration.

Writing on Facebook, she said Flintshire County Council’s Housing Enforcement team is now inspecting and investigating properties in the areas.

Cllr Jones said: “Since April this year, all HMOs in Flintshire need to be licensed with us.

“These properties are now being inspected and investigated by FCC.

“If anyone has any information on any of these properties, that we need to be aware of, please let us know.

“Any information or evidence that you provide will be dealt with in strict confidence and would be anonymous.”

She asked residents to contact her directly or Flintshire County Council’s Housing Enforcement team.

The appeal comes as the council’s Additional Licensing scheme for HMOs takes effect across the whole of Flintshire.

The scheme was designated on 14 October 2025 and becomes effective from 1 April 2026, running until 31 March 2031 unless revoked or extended.

It covers HMOs not already covered by mandatory licensing, including properties occupied by three or more tenants forming two or more households who share a kitchen, bathroom or toilet.

Landlords who fail to apply for a licence where required face an unlimited fine on summary conviction, formerly capped at £20,000.

They may also be required to repay up to 12 months’ rent collected while the property was unlicensed.
