Council recommends approval for 109 affordable homes in Oakenholt

Planning officers are recommending approval for 109 affordable homes at Quarry Farm, Oakenholt.
The scheme is a reduced resubmission of a previous application for 121 homes on the same site, which Flintshire’s planning committee refused in June 2025.
Councillors refused the earlier scheme over concerns about over-development, high density, poor design and inadequate living conditions for future residents.
That refusal is currently the subject of an appeal, which remains unresolved.
The new application proposes 100 per cent affordable housing, made up of a mix of flats, terraced houses, semi-detached homes and bungalows.
The site sits off Ffordd Pedrog on land at Quarry Farm, between the Croes Atti development and Leadbrook Drive, on the edge of Flint.
Local member Councillor M Buckley raised concerns about the scale, density and proximity of the development to neighbouring homes, and asked for clarity on who would manage the properties in the long term.
Flint Town Council said the scheme addressed many aspects of planning policy, and welcomed the inclusion of bungalows that were missing from the earlier version.
Thirteen neighbour objections were received, raising concerns including density, traffic, drainage, flooding and the impact on nearby properties.
Flintshire’s Housing Strategy team said there is significant demand for affordable housing in the area and raised no objection.
Planning officers have recommended the application for approval, subject to a legal agreement securing the homes as affordable in perpetuity and a series of conditions covering drainage, ecology and highway access.
The application will be considered by Flintshire’s planning committee on Wednesday 15 July.
