Public consultation launched on plans to build 135 new affordable homes in New Brighton

A pre-application consultation has opened for a new large-scale housing development on the outskirts of Mold.

Anwyl Homes wants to build 135 affordable homes in Bryn-Y-Baal, New Brighton.

Public input is now being sought before a full application is submitted to Flintshire County Council.

The development, set to include a mix of bungalows, apartments, and two-storey houses, is intended to address the need for affordable housing options within the Flintshire area.

Located on a greenfield site next by the A494 bypass, near the New Brighton roundabout the proposed development would incorporate a range of homes designed for low-cost ownership and social rent, alongside on-site green spaces and infrastructure improvements.

The consultation period allows local residents and stakeholders to voice their thoughts on the plans.

The plans also address infrastructure needs, such as access points and traffic management, to ensure the project’s impact on local roads is minimized.

A Transport Assessment (TA) accompanying the proposal highlights two primary access points – one from the A5119 and another from Bryn-Y-Baal Road – which would serve as entry and exit points to ease congestion.

Environmental concerns have also been central to the design.

Last week Flintshire County Council determined that any housing development on the land will not require a full Environmental Impact Assessment.

An Environmental Impact Assessment (EIA) is a process designed to evaluate the potential environmental effects of major developments before they proceed.

According to documents submitted, the plan includes landscaping buffers, green corridors, and pedestrian-friendly pathways.

Existing trees and hedgerows will be preserved where possible to maintain the local biodiversity and create green links throughout the development.

Anwyl Homes has a long-standing presence in the area, and the company has previously received several awards for its sustainable housing developments across Wales and the North West of England.

The company’s Design and Access Statement outlines ambitions for the site to be a “sustainable urban extension” that respects New Brighton’s existing residential landscape.

The housing types and layout were informed by the Building for a Healthy Life (BFL) Wales guidelines, an industry standard that promotes the creation of attractive, functional, and environmentally conscious residential areas.

The community consultation will remain open until final plans are submitted to Flintshire Council.
