Plans unveiled for new Home Bargains store at Deeside Airfields

TJ Morris Ltd has submitted a full planning application to Flintshire County Council for a new Home Bargains retail unit at The Airfields site in Garden City.

The proposed building, within the Northern Gateway strategic development, will cover 2,322 square metres (around 25,000 square feet) on a 2.3 hectare cleared site off Airfield Road.

The store is designed to serve the growing local community by offering a wide range of convenience and comparison goods, supporting the day-to-day shopping needs of residents.

The development includes 178 parking spaces, with provision for disabled, parent and child, electric vehicle charging, as well as covered cycle parking for customers and staff. Vehicle access and servicing will be via the existing Airfields Road entrance.

The application site forms part of the wider Northern Gateway allocation, a major mixed-use project approved by Flintshire County Council which includes homes, employment, retail and community facilities. The site was cleared and prepared for development under previous permissions granted since 2013.

Aldi is set to open a new store at the Airfields site later this month.

Home Bargains, trading under TJ Morris Ltd, is a major UK discount retailer with over 600 stores nationwide, employing around 24,000 people.

The company already has stores in Connah’s Quay, Buckley and Flint.

The new store is expected to create approximately 100 new full and part-time jobs, with further employment generated during construction and ongoing maintenance, according to documents submitted with the planning application.

The design of the store aims to be modern and high quality, incorporating landscaping to enhance the site’s appearance and protect nearby residential areas. A landscaping scheme includes new tree and hedge planting, with efforts made to retain existing vegetation where possible.

The proposals have been developed with input from Flintshire County Council planning officers, following pre-application consultation in mid-2025.

The council has confirmed that special tests to check if the area really needs a new shop are not necessary because the site is already designated for retail use in the local plan.

The application includes reports on traffic, noise, wildlife, flood safety, energy use and the condition of the ground. These show that the plans meet all local and national rules. The proposals also include measures to encourage people to travel sustainably, such as cycle parking and a plan to support walking, cycling and public transport.

The wider Northern Gateway project aims to deliver around 1,325 homes alongside commercial and retail facilities, infrastructure improvements, green spaces and flood defences, helping to create a sustainable new district for Deeside.

The application will be considered by Flintshire County Council planning officers by September.
