Rogue Connah’s Quay landlord prosecuted after leaving young family with no heating over winter

A family with young children were left in a house without adequate heating and hot water over the winter months Wrexham Magistrates were told. 

The family who were tenants at 3 Hals Close in Connah’s Quay, had to be moved into emergency accommodation by the council after the property was also found to have inadequate kitchen and bathroom facilities.

Magistrates heard that landlord Pawan Khosla, failed to comply with an improvement order served by Flintshire County Council.

Khosla also failed to supply relevant documents requested under the housing act

A M Property Management Services Ltd, a property management company also failed to produce any documents when requested.

Magistrates in Wrexham handed Khosla a £9000 fine with £702 costs and victim surcharge of £120.

A M Property Management Services were fined a total of £4000 with £200 costs and victim surcharge of £120.

The fines awarded were close to the maximum that could be given for the breaches of the housing act.

The defendants did not attend court and the cases were heard in their absence.

Cllr Kevin Jones, Cabinet Member for Waste Strategy, Public Protection and Leisure said;

“Flintshire’s Housing Standards and Enforcement Team are serious about improving the standards of private rented properties within Flintshire and wants to work with landlords and agents who have rented properties in the County to ensure the required standards are met.

However, in those instances where there is not compliance, appropriate action will be taken, including enforcement action when necessary”.
