Planning: Decision due on plans for 36 flats at former Queensferry Hotel

Plans to redevelop the derelict site of the former Queensferry Hotel in Garden City are due to go before Flintshire councillors next week.
The proposal, from Peacock Building Services Limited, seeks outline permission to demolish the long-vacant pub on Welsh Road and build 36 one- and two-bedroom apartments.
A report to Flintshire County Council’s Planning Committee recommends the scheme be approved in principle, describing it as a good use of previously developed land that would deliver much-needed smaller homes.
The site, which sits next to the Grade II listed Jubilee “Blue” Bridge, has been empty for several years and fallen into disrepair. Planning officers say the building has “lost almost all of its historic fabric” and is now having “a negative impact on the surrounding area.”
If councillors approve the application, 20 per cent of the flats would be provided as lower-cost homes.

The developer would also contribute £55,407 towards Hawarden High School and £733 per apartment to improve play facilities at Welsh Road, Sealand.
Concerns have been raised by Sealand Community Council and local members about the scale of the development, access and flood risk. However, highways officers and Natural Resources Wales have not objected, provided certain conditions are met.
The site is identified as being at flood risk, but a Flood Consequences Assessment submitted with the plans concludes that risks can be managed with the mitigation measures proposed.
The redevelopment would include 56 car parking spaces, five visitor spaces and links to nearby cycleways and footpaths.
Council officers say the proposal would remove a deteriorating building and improve the appearance of the area.
The application will be discussed by Flintshire’s Planning Committee on Tuesday, 22 October.
