Pizza takeaway approved in Shotton despite health board concerns

A pizza takeaway in Shotton has been approved despite Betsi Cadwaladr University Health Board’s Public Health Directorate raising concerns.

Flintshire County Council ruled the concerns were not a material planning issue, according to the officer’s report on the application for a Caprinos takeaway pizza restaurant..

The officer’s report states: “BCUHB Public Health Directorate have expressed health concerns however, there is currently no national or local planning policy to cover this issue and therefore is not considered a material planning issue.”

The officer’s report does not set out the specific detail of the concerns raised.

The application, submitted by Shehzad Rafique on behalf of Caprinos Pizza, covers a change of use at 73 Chester Road West from a weight loss clinic to a unit selling hot and cold oven-baked food.

It also includes a new roof-mounted extraction flue and updated signage.

The unit had been vacant for more than six months when the application was submitted, the officer’s report confirms.

Site records show the premises were last in use as a shop in 2018, when planning permission was granted for a martial arts academy, before becoming a weight loss clinic in 2020.

Sean Bibby, the Labour councillor for Shotton West, raised no objections to the application.

Shotton Town Council did not respond to the consultation.

No comments were received from neighbours during the public notification period.

Highways officers, Community and Business Protection officers and Natural Resources Wales also raised no objections.

Welsh Water requested a condition restricting surface water drainage to the public sewerage system, which has been included in the approval.

The officer’s report states the extraction flue will be roof-mounted, away from window openings, and will terminate at high level.

Caprinos Pizza describes itself as a UK chain and operates branches including in Chester and Wrexham.

The decision was made by council officers under delegated powers, meaning it did not go before the planning committee, and was signed off on 23 April.
