County Hall in Mold to close at the end of the month as Flintshire Council moves to Ewloe

Flintshire County Council will officially stop delivering services from County Hall, Mold, at 5pm on Friday, 28 February 2025, bringing to a close more than five decades of operations at the iconic ‘brutalist’ building.
Services will relocate to Ty Dewi Sant in Ewloe, with the council projecting savings of £371,000 in 2025/26 as part of its broader strategy to address budget pressures.
Council Leader David Hughes acknowledged the significance of the move. “It’s no secret, moving out of County Hall, Mold has been on the plans for quite some time. It is a very old building which is very expensive to run and maintain. By moving council services out of the building it will save the Council around £371,000 in 2025/26 which is helping to close the Councils budget gap.”
“But as one door closes, a new chapter begins with the relocation to Ty Dewi Sant, Ewloe, and we will be joining a number of council services which have occupied the building for some time.”
From Monday, 3 March, reception services previously provided at County Hall will be available at Ty Dewi Sant.
The council has advised residents and businesses to update their records and begin using the new postal address at St. Davids Park, Ewloe.
A postal redirection service from County Hall to Ty Dewi Sant will be in place until January 2026.
Ty Dewi Sant is described as a “smart, agile working environment” that aligns with modern working practices.
Councillor Hughes reassured residents that they would “continue to receive the same high-quality services” from the new headquarters.
Hybrid working will remain a key part of council operations due to the more limited space at Ty Dewi Sant.

NEWydd Catering and Cleaning, which provides meals to most Flintshire schools, will continue to use the kitchen facilities at County Hall temporarily to avoid any disruption to school meal services.
Meanwhile, services at Llwynegrin Hall, Mold, will remain unaffected by the relocation.
The closure of County Hall paves the way for the eventual demolition of the 58-year-old building.
Originally designed by architect Robert Harvey and completed in 1967, the Grade II-listed structure has long divided opinion, with some praising its architectural significance while others have labelled it one of the UK’s ugliest buildings.
While many council artefacts and historic items will need to be relocated, discussions are ongoing about where to house the wooden boards listing the names of past council chairpeople and officials.
One proposal involves displaying the names digitally on screens at Ty Dewi Sant.
The move to Ty Dewi Sant is expected to cost £805,000 but will deliver substantial savings compared to the high maintenance costs at the Mold headquarters.
Flintshire County Hall’s annual running costs were estimated at £1.2 million, with maintenance over the next 25 years projected at £26 million.
