Planning committee to decide on Connah’s Quay HMO proposal

Flintshire Council’s planning committee will decide next week whether to allow a house on Dee Road, Connah’s Quay to be converted into a four-bedroom House in Multiple Occupation (HMO).

The application, submitted by D2Propco Ltd, seeks permission to change 15 Dee Road from a three-bedroom family home into a four-bed HMO. Internal alterations are proposed but no external changes to the building.

Planning officers have recommended the application be approved subject to conditions, including the provision of cycle storage and a drying area before the property is occupied.

The application has been referred to committee at the request of local members Cllr Bernie Attridge and Cllr Debbie Owen, who raised concerns about the growing number of HMOs in Connah’s Quay.

Cllr Owen objected to the proposal, saying there are “too many HMO’s in Connah’s Quay causing issues including social problems, rubbish collections, increased pressure on local infrastructure, noise/pollution, impact on traffic and transportation, environment impact on local amenities and services”.

Cllr R Mansell, representing an adjoining ward, also objected, highlighting issues with residential amenity, anti-social behaviour, parking and rubbish.

Highways officers said the parking demand for a four-bed HMO would be comparable to the current use as a three-bed house, so no additional pressure would be placed on the road.

The council’s Community and Business Protection team noted there are currently no licensed HMOs on Dee Road and said the proposal meets Welsh Government housing standards.

The planning report states the property is in a sustainable location close to services and public transport and concludes the change of use would not harm the character of the area. Biodiversity measures such as bird boxes, bee posts and hedgehog holes are also included in the proposal.

The committee is due to consider the application at its meeting on Wednesday 3 September.
