Flintshire Council signs off Green Lane East reversal as 20mph rollback continues

A 515-metre stretch of Green Lane East in Sealand will return to a 30mph speed limit from 18 June, becoming the latest Flintshire road to be reversed from the default 20mph introduced across Wales in September 2023.

Flintshire County Council signed off the order earlier this week.

The change covers Green Lane East from its junction with the A548, south-east towards Green Lane Industrial Estate.

The council’s published reasoning says the stretch has only two properties fronting the road, no schools or community or medical facilities within 100 metres, and adequate footway provision throughout.

It says the road serves industrial units and businesses and does not function as a through route.

The council says the stretch previously operated as a 30mph road before the September 2023 changes, and operated safely at that speed.

The reversal is made under Amendment No. 19 to Flintshire’s master speed limits order, which has been amended nineteen times since it was first made in 2022.

Those completed reversals include the A5119 in Mold and Flint, the A5104 and B5125 between Hawarden and Broughton, the A548 Mostyn Road and Bagillt Road corridor in Greenfield, the A5026 at Lloc, and the A541 in Caergwrle.

Further reversals are now in the pipeline.

Decision-stage roads include Jubilee Road and Globe Way in Buckley, Manor Lane in Broughton and Hawarden, Queens Lane in Mold, and the A550 at Penyffordd.

Consultation has closed on a reversal covering Factory Road, Babbage Road, Alvis Road, St Ives Way, Whittle Close, Prince William Avenue, Chemistry Lane and Glendale Avenue in Sandycroft, and on Wepre Lane in Connah’s Quay.

A separate proposal covering various roads at Nannerch is also at consultation stage.

The reversals follow a Welsh Government listening programme launched in May 2024, which gave councils a framework for raising speed limits above the default where roads meet specific tests on land use, traffic function and road design.

All costs associated with Flintshire’s assessment and implementation work have been funded by Welsh Government.

The Green Lane East order comes into operation on 18 June 2026.
