Welsh Labour has launched its North Wales Senedd election campaign at Boccard’s manufacturing site in Deeside, with party leader Eluned Morgan setting out pledges on jobs, health and education.

Morgan said Welsh Labour would publish a new industrial strategy for Wales within the first year of a Welsh Labour-led government, and create a National Jobs Council chaired by the First Minister.

The jobs council would bring together partners including Medr, the body responsible for further education and research in Wales, with a focus on coordinating work to create what Morgan described as “more secure, well-paid jobs in every part of Wales.”

She told party members gathered at the Deeside site: “North Wales is stepping into a new role as one of the UK’s most important economic regions.”

The Welsh Labour leader pointed to two previously announced UK Government commitments as evidence of North Wales’ economic direction: a planned £2.5 billion investment in a Small Modular Reactor at Wylfa, and an AI Growth Zone spanning sites at Prosperity Parc on Anglesey and Trawsfynydd in Gwynedd.

Welsh Labour said the AI Growth Zone would support more than 3,000 jobs and place North Wales within what Morgan described as a £100 billion national investment programme, which refers to UK Government capital investment rather than Welsh Labour spending directly.

She also cited Rolls-Royce SMR’s stated plans to develop a modular manufacturing facility in North Wales, though no confirmed site or timeline has been announced.

On health, Morgan said Welsh Labour would rebuild Wrexham Maelor Hospital through a £4 billion Hospitals of the Future Fund — a commitment the party described as part of plans for NHS Wales.

A dedicated North Wales Surgical Centre in Llandudno was also pledged, aimed at reducing waiting times.

Morgan said: “I know the strength of feeling about Betsi. I know how important it is to get this right.”

Betsi Cadwaladr University Health Board, which covers all of north Wales including Flintshire, has been subject to repeated scrutiny over waiting times and service performance.

The party said it had already overseen the redevelopment of the Royal Alexandra Hospital in Rhyl and the opening of the North Wales Medical School in Bangor.

Welsh Labour said more than £100 million had been invested in 14 new buildings at North Wales colleges, and that 51 schools across the region had been refurbished since 2014, including, it said, nine in Flintshire.

All pledges in this article are Welsh Labour commitments made in advance of the Senedd election on 7 May 2026.

Other parties standing in North Wales were not represented at the event.
