Senedd passes law reshaping homelessness response in Wales

The Senedd has passed legislation designed to fundamentally change how homelessness is addressed in Wales.
The Homelessness and Social Housing Allocation (Wales) Bill was approved on Tuesday and is intended to shift the system away from crisis response and towards earlier intervention and prevention.
The Welsh Government says the Bill focuses on identifying people at risk of homelessness sooner, targeting those most vulnerable, and improving coordination between public services to address the different causes of homelessness.
It also aims to provide local authorities with additional tools to help support people into longer-term and permanent homes.
Following the vote, Cabinet Secretary for Housing and Local Government Jayne Bryant said: “This Bill is unique. It is rooted in the lived experience of homelessness and every part of the Bill is a response to real experiences of the system.”
She added: “Today is a real turning point for Wales. The Bill will transform our homelessness system, moving away from one that responds to crisis and towards one that is firmly focused on prevention, because everyone deserves a safe place to call home.”
Ms Bryant said the legislation would help create “a fairer system, prevent homelessness, support people into permanent homes, and move closer to our long-term ambition of ending homelessness in Wales”.
