Man given five-year Chester city centre ban under criminal order
A five-year ban has been imposed on a man preventing him from entering Chester city centre under the terms of a Criminal Behaviour Order.
Brian Chadd was made subject to the order on Tuesday 3 February 2026 at Chester Magistrates’ Court following an application supported by officers from Cheshire Constabulary, Chester City Beat Team, anti-social behaviour officers and the local authority.
The 55-year-old, of no fixed abode, is excluded from Chester city centre, as defined on a court map, and is prohibited from drinking alcohol in any public place across the Cheshire West and Chester area, other than within licensed premises. He is also required to leave any premises when directed to do so.
Chadd was additionally handed a 12-week prison sentence after pleading guilty to a number of offences committed on Wednesday 28 January 2026. These included using threatening or abusive words or behaviour in Chester, causing criminal damage by damaging three bottles of wine from Waitrose, and failing to comply with a Community Protection Notice.
Inspector James Wilson said: “Chester City Beat Team proactively gathered a catalogue of evidence against Chadd, highlighting how he has also recently become aggressive towards police officers and Community Safety Wardens in the Chester area.
“We have worked closely with the local authority and would like to thank them for their involvement. This illustrates strong partnership working and the collaborative approach we take in Chester to tackle this behaviour. It sends a strong message that it will not be tolerated.

Councillor Stuart Bingham, Cabinet Member for Community Safety and Neighbourhood Pride at Cheshire West and Chester Council, said: “A lot of work is involved in addressing anti-social behaviour.
“ASB or abuse to council staff is not tolerated anywhere in Cheshire West and Chester and the council works closely with Cheshire Police to gather evidence and hold people to account for unacceptable behaviour.
“We want to ensure that Chester, alongside all of our towns and villages, continue to be welcoming and safe places.”
