Councillors to decide on Connah’s Quay HMO plan

A planning application to convert a house on Dee View Road in Connah’s Quay into a four-bedroom house in multiple occupation has been recommended for approval and will be decided by Flintshire County Council’s planning committee.

The proposal relates to 47 Dee View Road and seeks permission to change the use of an existing three-bedroom home into a four-bedroom, four-person HMO. The plans also include internal alterations and minor external changes to the rear of the property.

The scheme was amended after it was first submitted, with the number of proposed bedrooms reduced from five to four. A further round of consultation and publicity was carried out following the changes.

The application was previously deferred at the planning committee meeting in December 2025. Planning officers requested additional time to clarify the nature of occupation at nearby 43 Dee View Road, amid concerns about the number of HMOs in the area. Subsequent council investigations confirmed that the neighbouring property is occupied as a single family dwelling.

In a report to councillors, planning officers recommend approval subject to a series of conditions. These include limiting occupancy to four people, providing bin and cycle storage, and installing bird nesting boxes to deliver a biodiversity net benefit. Additional conditions are proposed to protect a sewer running through the site and to prevent extra surface water draining into the public sewer network.

Connah’s Quay Town Council has objected to the application, raising concerns over internal room sizes, lack of parking, limited cycle storage and the number of HMOs already present in the vicinity.

Seven letters of objection were also received from nearby residents. Issues raised include the impact on the character of the area, pressure on on-street parking and potential effects on the living conditions of existing residents.

Planning officers concluded that the proposed internal room sizes meet relevant housing standards and that parking demand would be comparable with the property’s existing use as a family home. The report states that the site is in a sustainable location with access to public transport and local services.

Officers also concluded that the development would not harm the character of the street or the amenities of neighbouring properties, and that concerns about anti-social behaviour were not supported by evidence.

The planning committee is expected to make a decision on the application at its meeting on Wednesday 11 February 2026.
