Affordable housing scheme planned for Buckley precinct land, public consultation opens

Clwyd Alyn Housing Association is consulting residents on plans to build 80 specialist affordable homes on land at Precinct Way in Buckley, comprising a four-storey apartment block for people aged 55 and over and 15 single-storey bungalows for adults with learning disabilities.

The two-part scheme, on a 2.59-acre site off Precinct Way at the corner of Jubilee Road, would deliver 65 apartments in the northern section of the site and 15 bungalows arranged around an internal courtyard to the south.

According to the draft planning statement prepared by NJ Planning Ltd, the apartments are to be operated as over-55s accommodation.

The 15 bungalows are described as ‘light care’ adult learning disability accommodation, designed to allow occupants to live independently with support where needed.

The apartment breakdown is 46 one-bedroom, two-person flats and 19 two-bedroom, three-person flats.

The bungalows comprise eight one-bedroom, two-person properties and seven two-bedroom, three-person properties.

The site already has outline planning consent, granted by Flintshire County Council on 7 February 2024 under reference 059739, for a 75 to 90-bed extra care facility and 12 bungalows.

The new proposals replace that consented scheme with a different mix of uses across the same land.

Plans drawn up by John McCall Architects Ltd show the apartment block rising to four storeys, with red brick, textured yellow brick and Corten steel cladding.

The bungalows are single storey and use red brick and Corten steel.

A total of 60 car parking spaces are proposed, including 10 disabled spaces, with some electric vehicle charging points included.

An ecological survey carried out as part of the application identified Japanese Knotweed on the northern boundary of the site. Clwyd Alyn is preparing a remediation strategy to remove the invasive species.

The site lies within the settlement boundary of Buckley, which is classified as a Tier 1 Main Service Centre under the Flintshire Local Development Plan 2015-2030, adopted in January 2023.

The planning statement notes the site is in close proximity to two Grade II listed structures, Buckley Town Council Offices and Buckley Library, though neither falls within the site boundary.

The pre-application consultation (PAC) is a legal requirement for major developments of 10 or more dwellings in Wales under the Planning (Wales) Act 2015.

It gives residents and interested parties the opportunity to comment directly to the developer before any planning application is formally submitted to Flintshire County Council.

The consultation opened today, 16 March and closes on 13 April 2026.
