Plans lodged to convert part of Dock Road building into five flats

A planning application has been submitted for the conversion of the first floor of 8–10 Dock Road, Connah’s Quay, into five self-contained residential flats.

The plans, submitted by The Practical Planning Company, seek to repurpose the vacant upper level of the two-storey building, previously used as a glazing showroom and storage area.

The ground floor is currently occupied by a boxing gym, which would remain unaffected.

According to the Design and Access Statement, the proposal aims to bring an underused building back into productive use by providing high-quality residential accommodation in a sustainable and accessible location.

“The site benefits from close proximity to Connah’s Quay town centre, access to local amenities including shops, services and Connah’s Quay Central Park, and good public transport links which reduce reliance on private vehicles,” the statement adds.

The plans state that no external extensions are required, and the conversion would make efficient use of the available floorspace, with each flat meeting or exceeding minimum internal space standards.

The design principles confirm that the existing scale of the building will remain unchanged, with only minor external alterations proposed to enhance appearance and suitability for residential use.

Externally, the site has space for parking, secure cycle storage and refuse areas, positioned to minimise visual impact. Vehicular access will continue via existing arrangements, and the site’s location near public transport further enhances accessibility.

The proposal also highlights sustainability benefits, including the reuse of an existing structure, improved thermal efficiency, and reduced demand for new construction materials.

The statement concludes that the development “represents a logical, well-designed and sustainable form of development that is considered to comply with local and national planning policy objectives.”
