Planning application lodged for carbon capture at Parc Adfer

Enfinium, the operator of the Parc Adfer energy-from-waste facility in Deeside, has submitted a planning application to Flintshire County Council to install carbon capture technology at the site.

The application marks the latest stage in plans to make Parc Adfer one of the first energy-from-waste facilities in Wales to use carbon capture technology.

Opened in 2019, Parc Adfer is operated in partnership with the five local authorities that make up the North Wales Residual Waste Treatment Partnership (NWRWTP). The plant currently diverts up to 232,000 tonnes of unrecyclable waste from landfill each year.

Plans for the carbon capture installation were first announced in April 2024, and the project was later shortlisted by the UK Government as a standby scheme for funding through the HyNet North West carbon capture network, which is under construction in the region.

If approved, the system would capture carbon dioxide emissions from the plant, which would then be safely transported for permanent storage in depleted gas reservoirs.

A public consultation on the proposals took place between 8 September and 6 October 2025, giving local residents and regional organisations an opportunity to learn about the project and provide feedback.

Enfinium said that installing the new technology would make Parc Adfer the largest carbon removals project in Wales, supporting skilled jobs and contributing to Wales’s wider efforts to build a sustainable, circular economy.

A decision on the planning application is expected from Flintshire County Council in early 2026.
