Ofcom launches inquiry into BT and Three 999 disruptions

Ofcom has launched investigations into BT and Three following major mobile network outages that caused widespread disruption to call services across the UK earlier this year.
The regulator confirmed that the incidents affected customers’ ability to make and receive calls, including contacting emergency services.
BT notified Ofcom of a software issue that led to a UK-wide disruption to mobile call services on 24 and 25 July 2025.
The outage affected interconnections to and from the EE network, leaving customers unable to make or receive calls to other networks and emergency services.
Three separately reported an incident on 25 June 2025 that resulted in a nationwide disruption to call services, also affecting customers’ access to emergency numbers.
Under telecommunications regulations, mobile operators must take appropriate and proportionate measures to reduce risks to their networks and ensure service continuity.
They are also required to notify Ofcom when outages exceed specified thresholds.
Ofcom said its investigations will establish the facts behind both incidents and assess whether there are reasonable grounds to believe that BT and Three failed to comply with their regulatory obligations.
