North Wales Police issue nearly 50,000 speeding penalties in a year

North Wales Police issued 49,403 Notices of Intended Prosecution (NIPs) for speeding offences between April 6, 2024, and April 5, 2025, according to new data gathered by Legal Expert.

The fixed penalty notice for speeding carries a fine of £100.

This means that, at a minimum, offending drivers could be paying nearly £5 million in fines in the year covered by the data.

Those who fail to pay the fixed penalty can be taken to court, where fines can reach as high as £2,500.

Among the offences recorded, 688 drivers were caught travelling at least double the speed limit in 20mph zones across North Wales.

Nearly two-thirds of these speeding cases occurred on just three roads in Flintshire.

The A5104 Pontybodkin was the worst offending road, with 298 drivers recorded travelling at 40mph or above on a 20mph zone.

One driver was clocked at 85mph in September 2024 on this road alone.

The A548 Greenfield and Gladstone Way in Hawarden followed, with 74 and 70 drivers respectively caught exceeding double the speed limit.

In total, Flintshire accounted for 655 of the 688 extreme speeding offences in 20mph zones, making up 95 per cent of such cases in the entire North Wales region.

Other counties including Conwy, Gwynedd, Denbighshire, and Anglesey recorded far fewer instances, with 14 and 20 incidents across those areas combined.

The Welsh government introduced a default 20mph speed limit across most residential and built-up areas in September 2023.

The policy has sparked widespread debate, with some councils planning to revert parts of their areas back to 30mph limits.

Denbighshire County Council has stated it will resist such changes, while Flintshire is in process of returning some roads back to 30mph zones in the near future.

Despite the policy’s intent to improve road safety, these figures show many drivers are still significantly exceeding the speed limit.

Legal Expert’s research also indicates a slight decline in the number of drivers caught travelling above 39mph in 20mph zones, with an average of 67 drivers per month between April and September 2024 dropping to 46 per month between October 2024 and March 2025.

The highest speeds recorded in North Wales during this period included a driver travelling at 116mph on the A483 near Rossett in February 2025.

Multiple drivers exceeded 110mph on the A55 at Rhuallt Hill in Denbighshire, with speeds recorded at 113mph, 111mph, and 110mph.

Other significant speed offences include 108mph on the A494 near Deeside Industrial Park and 104mph on the A55 in Gaerwen, Anglesey.

One of the most extreme speeding offences on a 20mph road was recorded on the B5129 in Pentre, where a driver was caught travelling at 88mph in May 2024.
