A couple of tweets from Flintshire County Council seem to hold the answer:

Steve Jones, Chief Officer Streetscene and Transportation said,

“Work began earlier today on urgent repairs to the carriageway on the roundabout on the approach to Deeside Industrial Park from the A494. It is expected that this essential work will take two days to complete.”
